Ningbo Hangzhou Bay New Zone

Blue Print of Three-dimensional Transportation of Highway-Railway and Airway

  The reporter learned from relevant departments that as one of the key projects of "Thirteenth Five-year Plan" in Ningbo, the project of first phase of Ningbo Section of Hangzhou-Ningbo multiple track has been granted the subsidy funds of 4.249 billion yuan by the State Department of Transportation, and would start construction this year. After the completion of the highway, people could go to Hangzhou from Hangzhou Bay New Zone via expressway and save nearly half an hour. According to planning, the multiple track of Hangzhou-Ningbo Expressway would go through Hangzhou Bay New Zone or inter connected with the eastern or western entry/exist of Hangzhou Bay New Zone.

  Currently, citizens of Hangzhou Bay New Zone have two choices of routes to Hangzhou, the first route: going across Hangzhou Bay Bridge to the north shore, then to Hangzhou via Hangzhou-Pudong expressway, by which more passage fee is charged. The second route is going via highway such as Zhongheng Line or 329 National Road to Moushan Toll Station or Shangyu Toll Station to go via expressway, which would cost nearly an hour and a half.

  According to Plan of Expressway Network of Ningbo (2013-2030), the four newly added expressways include Shanghai-Yong Cross-sea Traffic Channel (second channel of Hangzhou Bay Bridge), Hangzhou-Ningbo High-speed Multiple track, Yuyao-Cixi connection line of Hangzhou Bay Bridge, Simingshan Expressway. Three of the mentioned four expressways are closely associated with Hangzhou Bay New Zone. According to Urban Comprehensive Planning of Ningbo (2006-2020) (revised in 2015), it is proposed to change the "one-ring and six-radial roads" into "double-ring, ten-radial roads and thirteen harbor-roads". For the New Zone, another ring expressway urban circle is planned. The second ring expressway of Ningbo would connect Hangzhou Bay New Zone, Yuyao and Cixi, Siming Mountain Area, Fenghua, Yinzhou, Beilun and Zhenhai.

  In 2008, with completion of Hangzhou Bay Bridge which was then the longest in the world, Shengyang-Haikou Expressway and connection line of Hangzhou Bay Bridge changed Hangzhou Bay New Zone from the coastal traffic ending into the major hub connecting Ningbo and Shanghai. The opening up of Hangzhou Bay Bridge and the crossing of Shengyang-Haikou Expressway not only promoted the leap of southern area of Hangzhou Bay from traffic ending to traffic hub, but also influenced development of economics and society in all aspects through the converging and diffusion of logistics, cash flow and information.

  To promote the traffic construction in Yuyao and Cixi, the construction of Yuyao-Cixi Connection Line of Hangzhou Bay initiated then. The expressway would connect with Xiaocaoe interconnection at the end of first phase of Ningbo Section of Hangzhou-Ningbo multiple track and Hangzhou-Ningbo Expressway. When first phase of Ningbo Section is opened to traffic, citizen of Hangzhou Bay New Zone could go to Hangzhou more conveniently by the north-south expressway of Yuyao- Cixi Central Connection Line.

  The project is currently under tense construction, and is planned to be completed by 2017.

  In addition to the two expressway projects, there are six planned projects to be constructed which go across or have important relation with Hangzhou Bay New Zone. At the end of last year, Shanghai-Ningbo Cross-sea Railway was planned officially. The project is highly focused as the project will be constructed across Hangzhou Bay and is a project of railway. Shanghai-Ningbo Cross-sea Railway starts from Western Ningbo (Ningbo Station currently) and ends in Hongqiao, Shanghai. There are two solutions: one is the solution of Jiaxing-connection with a length of 125 km (18 kilometers across sea), and the total driving time is about 51 minutes. The estimated investment is 19.938 billion yuan. The other is the solution of Jinshan-connection with the length of 100 km (54 kilometers across the sea). The driving time is about 52 minutes. The estimated investment in railway section is 29.835 billion yuan. Shanghai-Ningbo cross-sea traffic channel is a expressway connecting Ningbo and Shanghai which bypass the traffic of Hangzhou Bay Bridge and plays a role as transit traffic channel in south and north. The construction would be initiated during "Thirteenth Five-year Plan" as possible.

  Hangzhou-Ningbo Expressway Multiple Track is the external channel connecting Ningbo, Shaoxing and Hangzhou. It runs from west to east along the south shore of Hangzhou Bay, connecting Qianjiang Channel, Jiaxing-Shaoxing Bridge, Hangzhou Bay Bridge and Jintang Bridge and goes across Yongjiang River and connects with Chuanshang Harbor Way in Chaiqiao of Beilun. It will be more convenient for people to go to Hangzhou and Zhoushan from Hangzhou Bay New Area. Upon the completion of Yuyao-Cixi Central Connection Line of Hangzhou Bay Bridge, the traffic between Hangzhou Bay New Zone and Yuyao and Cixi will be more unobstructed.

  According to Comprehensive Urban Plan of Ningbo (2006-2020) (revised in 2015), the urban circle of ring expressway will connect Hangzhou Bay New Zone. The project is also known as Ningbo Second Ring Expressway which would connect Hangzhou Bay New Zone, Yuyao and Cixi, Siming Mountain Area, Fenghua, Yinzhou, Beilun and Zhenhai.

  Last month, the news reporting that the coastal high-speed railway was taking its shape had been a focus on major portal websites. According to the national overall plan, the coastal high-speed rail network will go across or associated with Hangzhou Bay New Zone. At that time, Hangzhou Bay New Zone will be an important traffic node in the costal line between Shandong in the north and Shenzhen in the south.

  In addition, in the aspect of rail transit, two lines of city rail transit are under plan in Hangzhou Bay New Zone in the future. One is Ningbo- Yuyao- Cixi and Hangzhou Bay New Zone, the other is Ningo- Cixi and Hangzhou Bay New Zone. General aviation is currently under planning in Hangzhou Bay New Zone. With the construction and planning of major traffic projects, Ningbo Hangzhou Bay New Zone which is located in the geometry center of Shanghai, Ningbo and Hangzhou leaps from single Shenyang-Haikou Expressway to three-dimensional highway, railway and airway, the regional advantage of connecting to Shanghai and integrating of Yangtze River Delta becomes more apparent.
